If i keep on doing water changes and my tank is cycling will it set me back in steps? Because my nitrites and nitrates are off the scale!

The solution to pollution is dilution, iow's keep up with the water changes. What do you mean by off the scale? And how long has the tank been set up?

I have head people say do the water changes because it really doesn't affect the rate at witch your tank will cycle, I have also heard people say don't do the water changes but I have never heard a reason for it.
That being said, I wouldn't do any until the nitrites reach zero and my reason for this is there shouldn't be anything in the tank to die from the poor water quality, so why waste the water?
Now if you do have something in the tank that may die first off shame on you and second, do the water changes.

so if it really doesn't affect the rate at which your tank cycles why bother doing them at all? you are just wasting salt and water... i dont' see any benefit to doing water changes during a cycle at all, i think its best to let the tank cycle completely with the water thats in it as opposed to adding new water to the cycle which may actually cause for a longer cycle.

I was wrong I read his post wrong, I was having a wrong day lol in a cycling tank you should not do water changes just let it go through the cycles I read it as he was done cycling and it was off the charts.
