You could try re-arranging the rocks and/or isolating the aggressive one for some try, but these may or may not work. Your best solution is to take one of the damsels back to your lfs.

As Scubaman said - take the fish back to a shop. Saves a lot of work!!
Do the reef chrmois pick on it? I know my clowns did...

Damsels are the worst fish to have in any aquarium, they should be kept in a shoal in their own tank, and be used only for cycling. only put blue or green chromis damsels in a tank with other fish. all other damsels have, proven through time and dead fish, to be EVIL LITTLE B@$T@RD$!!!     remove both.
Yeh i had the same problem. I had two yellow tailed damsels, and a variety of other fish. The other fish didn't pick on them, but the larger damsel gave the little one a well bad time. I decided to be a bit risky and bought another yellow tailed damsel! And it did actually work. the big damsel did not bully the fish much, and it was spread across the two instead of being aimed at one. Unfortunately, white spot disease wiped out all my other fish and one damsel so i am back to the same two again!!!!!! They are not as bad as they used to be though! You could always try shouting at the bully??!!! It's a long shot though.......

Hey Dan, actually they seem to be fine now i just kept puting "stress coat" (i swear by the stuff  )in a few times a week and now the yellow tailed damsel that was being bullied has now grown back his fins, tail and scales. They all seem to be getting along so my guess is the damsels were only claiming their territory.
One damsel stays on one side of my three foot tank and the other one on the otherside but once one of them move over to the other ones's territory there is hell to pay (lol) they fight like crazy until one gives in.
so what i am trying to say is not to worry they will eventually get along, because they are new to the tank it will take a bit of time for them to fit in, but once they have fond there rock or cave they like they will claim it to be theirs.
I realy dont find yellow tails to be that bad.
thanks :D
