It looks like just regular green algae with air bubbles caught in it. Real bubble algae isn't filled with air, they're dark green blisterlike bubbles filled with fluid.

Looks to me like your bubble algae is producing carbon dioxide or oxegen, which will look like the picture that you have shown. Heres a pic of bubble Algae:

actually, it looks to me like cyno, or green diatom releasing nitrogen build-up...but i'm no expert... :?

I would agree with phistio. Green cyano bacteria.

It is very common for it to produce bubbles during the photoperiod. If you can, try and get a look at it just after the lights go on in the morning, I bet there's no bubbles. A few hours later the bubbles will develope again.
