You must set the ad_network_ads_240.txt file to be writable (check file name as well).

I would say VHO, but it's all about your opinions. I find the actinic PC to have a 'fake' actinic, and the VHO has a much nicer and more natural blue light, but it is all up to your personal opinions. VHO w/ URI bulbs would be awesome as stated above :-)
