I've heard that the best way of attaching soft corals is by sewing with fishline and tying this loosely to rock. The line can then be cut and removed once the coral has attached to the rock.
Yes, most corals can survive at least a few minutes out of water. Super glues must set out of water, though there are some aquarium water-safe epoxies that set underwater(nonmetallic plumber's epoxy at Home Depot is the same as reefer's epoxy and costs half as much). They are more for molding a foundation, and don't have the same "sticky" quality of real glue.
