I have a 39 gallon tank that has been cycling for a month and the water is becoming cloudy.The tank has 8 snails and is starting to grow some green hair algae. The diatom bloom is now dying off.

My question is without a sump or hang-on filter how do I use carbon to remove the cloudy look of the water?

I have:
CPR BAK PAK
2) Maxi-jet 1200 powerheads
2) 55 watt PC light fixtures

Some people hear will hate me for saying this but if you don't have a sump why not use a canister to house the carbon or you could find a spot to slip a carbon bag in on you CPR BAK PAK

Does the carbon just have to be there or does the water have to to be forced across it?

The water has to move through it......I would think, if it was just sitting there in a corner it would only help the water that poasses through it

do you have any live rock? I've found that using alot of live rock while cycling a tank usually makes the water crystal clear.
