I have one wartskin frogfish alone in a small tank (29 gallons). Can I add another wartskin frogfish with it?

What about a dwarf lionfish?

Another frogfish should be fine. I would not however add the lionfish. very easy to lose both fish in that situation.

Lionfish or another wartskin frogfish should be fine provided which ever one you decide on is the same size as the one you already have. Both frogfish and lionfish can eat fish almost as big as they are and sometimes a little bit bigger than themselves.Frogfish have been known to eat other frogfish, especially when one is smaller than the other. So be aware that it is possible but there are no guarantees in this hobby.Jmo.
